Does France have hard water? The short answer
Yes — most of France has hard water, and a large part of it has very hard water. Roughly two-thirds of French households are supplied above 15 °f (150 ppm CaCO₃), the point where limescale starts to show, and the country's densely populated belts sit far higher: the Paris Basin, the north, the east and Provence commonly run 25 to 45 °f, i.e. 250 to 450 ppm. On the American scale, where anything above 120 ppm is already "very hard", almost every large French city qualifies.
It is not uniform, though — France is two water countries in one, and geology draws the line. Where the bedrock is limestone or chalk (Île-de-France, Hauts-de-France, Grand Est, Bourgogne-Franche-Comté, Provence), the water is hard. Where it is granite or volcanic rock (Brittany, the Massif Central, the Vosges, the Pyrenees, Corsica), it is genuinely soft — often below 10 °f (100 ppm), softer than most of the UK.
The practical takeaway if you are moving to France or renting there: the tap water is safe to drink nationwide — hardness is a scaling problem, not a health one. But in Paris, Lille, Reims, Dijon or Besançon, expect a furred-up kettle within weeks and plan for it.

What is water hardness?
Water hardness measures the concentration of dissolved calcium ions (Ca²⁺) and magnesium ions (Mg²⁺). In France, it is expressed in French degrees (°f) — also called TH (titre hydrométrique). One French degree corresponds to 10 mg/L of calcium carbonate (CaCO₃).

France measures hardness in French degrees (°f), not to be confused with Fahrenheit. The UK and the US use ppm (mg/L CaCO₃) and grains per US gallon (gpg); Germany uses German degrees (°dH). The conversions are simple and worth having in mind when reading a French water report:

One consequence catches most anglophone readers out: the US classification calls anything above 120 ppm (7 gpg) "very hard". A French water at 30 °f is 300 ppm — two and a half times that threshold, and still described locally as merely "hard".

Paris — 25 to 30 °f (250-300 ppm, 14.6-17.5 gpg)
Paris sits at the centre of a sedimentary basin of limestone, marl and chalk, and part of its supply comes from groundwater in those formations. The result is consistently hard water: hard on the French scale, very hard on the US one. It is perfectly drinkable — Paris tap water is tested continuously — but kettles, coffee machines and shower heads scale up quickly across the city.
Lyon — 20 to 30 °f (200-300 ppm, 11.7-17.5 gpg)
Lyon draws most of its water from the alluvial groundwater of the Rhône at Crépieux-Charmy, filtered through gravel of largely calcareous origin. Hardness is a notch below Paris and varies by district, but stays firmly in the moderately-hard-to-hard band.
Marseille — 28 to 33 °f (280-330 ppm, 16.4-19.3 gpg)
Marseille is supplied mainly by the Canal de Marseille from the Durance, running through Provençal limestone. It is among the hardest of the big-city supplies, and limescale on taps and glassware is a standing complaint locally.
Toulouse — 20 to 30 °f (200-300 ppm, 11.7-17.5 gpg)
Toulouse takes its water from the Garonne, whose catchment mixes Pyrenean granite (soft) with sedimentary terrain (hard). The blend lands in the moderately hard to hard range — softer than Marseille, comparable to Lyon.
Nice — 25 to 32 °f (250-320 ppm, 14.6-18.7 gpg)
Nice is fed by the Vésubie and by karst springs in the limestone of the Alpes-Maritimes. Karst means dissolved calcium carbonate by definition, so the water arrives hard and stays hard year-round.
